RE: CBP — Funding Levels for Performance Awards
SUMMARY: CBP has decided to fund 2014 performance awards at .85% of employee salaries with all awards based on the decisions that were made by the JACs. For fiscal year 2015, while no funding levels have as yet been set for JAC awards, “Other Awards,” which are those awards issued at management’s discretion, will be funded at .11%.
CBP has informed NTEU that performance award funding for fiscal year 2014 work achievements has been set at .85% of bargaining unit salaries rather than the 1% called for the by the contract, and the .6% announced by CBP earlier this year. This funding level will be used to determine the value of “shares” that were previously awarded during the 2014 fiscal year Article 42 JAC process.
In addition, once Congress decides whether to fund CBP operations either by passing a budget or a Continuing Resolution, CBP will release an additional .11% of bargaining unit salaries to be used by management in funding the Article 42, Section 5.A. “Other Awards.” As opposed to the union-management JAC process, “Other Awards” are dispensed based on “one-time and short-term efforts” of employees as determined solely by local managers.
The .11% funding will be available to be used by local managers for the remainder of fiscal year 2015. No decisions have been made by CBP as to whether it will fund all performance awards in fiscal year 2015 at 1% of employee salaries. I will provide you with information regarding next steps on the .85% FY14 awards decision by CBP.
