NTEU, CBP Agree to Phased Contract Implementation

NTEU and Customs and Border Protection (CBP) have signed an agreement that will implement a majority of contract articles covering the 24,000 bargaining-unit employees represented by NTEU.

This agreement replaces the four sets of rules that have applied to various legacy groups and previously uncovered employees and creates a single set of rules on working conditions. It goes into effect on May 17 and puts in place 28 of the 47 contract articles that have been the focus of bargaining between the agency and the union for the past three years.
Phase I will implement nearly all of the articles that have been agreed to by the parties to date; Phase II will implement the remaining articles once the Federal Service Impasses Panel—the body that resolves labor disputes between federal agencies and unions—rules on the remaining articles.
